Deployment IR

Deployment IR is the compiler-to-backend boundary. It contains a resolved deployment plan: instances, interfaces, addresses, routes, artifacts, role values, event ordering, and boot order.

The IR is serialized for external backend plugins. Its ir_version lets a plugin declare the minimum compatible IR version. Plugin implementations should tolerate additive fields and rely on the documented compatibility check for breaking changes.
